Let's face it, most nude scenes are gratuitous. Sure, I can think of a handful of nude scenes that were important for the story, but most are there to stimulate buzz and attention. I think the original intent was to show boobs. I look back at films from the 70's, 80's and 90's and see so many films where the lead actress, often big names, who quickly flashed their boobs in the film. The nudity isn't really needed, but the buzz surrounding the scene helps promote and bring buzz to the movie.
At some point, I'm thinking sometimes in the eighties... the same thing happened with male actors. All of a sudden, producers realized a nude male butt could have the same impact. Patrick Swayze's scene in Road House is a perfect example. Soon, butt flashes were common, at least for awhile anyway. Then, in the 1990's, although many male actors continued to give us a glance, others actors decided they wanted to keep their pants on.
This ushered what I call the return of 'clothed nude scene.'. This type of scene was used regularly prior to the 70's and 80's but made a return in the 90's. This is a scene, still filmed to elicit buzz and attention, was a sexy 'tease' scene, showing off an actor's body, without actually showing any skin. Actor Eddie Cibrian was a regular part of many of these 'clothed nude scenes' on television in shows including; Ugly Betty and Dirty Sexy Money, and in films including Living Out Loud and But I'm A Cheerleader.

In 1999's But I'm A Cheerleader, Cibrian plays Rock, the son of the leader of a conversion therapy camp. Rock spends most of time, strutting around in tight clothes, and not so subtly trying to sexually stimulate the male campers enrolled in the two month program. If they weren't already gay when they arrived, Rock would certainly have tickled the keys of their Kinsey scale.
Sure, these are tease scenes, but they can also be incredibly hot. Sadly Eddie Cibrian never appeared nude on screen, although it's certainly not too late.... He did however, provide many hot and sexy moments in movies and on television.
As hot as this scene is, I think Cibrian's scene in tight white boxer brief's from
