Ramon is a little older than the other members of the council, but wise enough to use that to his advantage. He was teaching charms, astronomy and herbology when the others were going through puberty. For Ramon, age and experience are part of his power as chief of the wizard's council. Ramon had no desire to transform, to join a coven, he was top dog where he was. The last thing he desired was to be the bottom for a gang of wild and wayward witches.
That doesn't mean however, that Ramon didn't have a plan, a goal for what the council decided. Although Ramon didn't want to leave the council, but there was definitely someone he wanted out. There was a collogue on the council Ramon despised, a fellow wizard who been snapping at his heels for decades. This weak minded wizard wanted to be chief, and had been openly sabotaging his role. If Ramon got his way, it would be his nemesis leaving, whether they wanted to or not.
